It is important that the designer knows and understands the requirements and is able to clearly communicate to the Manufacturing organization what needs to be done. The designer does not need to dictate how to perform the electrical bonding tasks, but should have an understanding of what the task entails. If there are options in how the task is performed and there is a preferred way, then the preference should be noted on the design.
